So, I was bored at work, so I decided to figure out the maximum number of skills I could get to Legendary and Master.
We start with Rogue, making sure to be trained in Society and Thievery. Simple enough. At second level, take the Archaeologist Dedication, which will bump up Society and Thievery to Expert, and use the skill increase on...Athletics. We now have 3 skills at expert. At 6th level we will have 7, but not in acrobatics.
At 7th, we will have 6 expert and one Master. At 8th level take the Acrobat Dedication. Acrobatics becomes master(and will auto increase to Legendary at 15), as well as whichever skill we choose to increase. So 5 expert and 3 master. At 14th, we have 1 expert and 8 master. At 15th we have 8 master and 2 Legendary.
So, by 20th we will have 3 master and 7 legendary. Now, if we want to, although it would be a bit extreme, we could use all of our skill feats, and all our General feats on Additional Lore feats, and get 25 more skills to legendary, for a total of 32 Legendary skills. Not bad for a life's work.

Gnome Obsession nabs two more Lore skills at Legendary.
Arguably Unified Theory adds three more (the other magic traditions), though it's only for rolling and would not qualify you for a feat nor bypass things gated by one's proficiency. And I suppose you're losing some Lore skills by not investing in Additional Lore again.
As extreme as your example is, nabbing so many non-Lore skills at legendary plus several Lore ones that are pertinent to the campaign would be pretty useful. Add in Dubious Knowledge too. :)

No investigator dedication and repeated pickups of Skill Mastery? Each one of those gets you a skill bumped from Trained to Expert and one bumped from Expert to Master, as well as an additional Skill Feat to pick up another Additional Lore with.

Actually, the highest number might call for starting as an investigator and dedicating rogue, instead. Rogue dedication includes an extra skill feat, which can be one more Additional Lore.
