Question about Undetected & Hidden ranged attacker.

Greetings,

I am re reading the side bar and it appears that if an Orc starts his initiative Hidden (he is behind cover and wants to strike from range), and shoots his short bow at a PC. The PC would be flat footed against this first attack.

Is this correct?

Correct. The target would be flat-footed to that first Strike, and the orc would be Observed afterward, so the target would not be flat-footed to a second Strike.
