The ability to create a golem is a tool intentionally left in the hands of the GM
The process of creating a golem is time-consuming, expensive, and difficult, and only the most talented spellcasters or artisans can even hope to accomplish such an undertaking. While certain magical texts—so-called “golem manuals”—are said to aid golems crafters, for the most part the creation of a golem should be something left in the hands of the Game Master.

I've let my players use the same rules as rituals for creating creatures, with crafting and other appropriate checks for the given construct. But there isn't any way specifically through the rules to craft a golem to my knowledge without the GM allowing it explicitly through something like that or other story-elements.

Note that the rituals to create creatures use to follow the table 7-1, that lists what level of creature the ritual can create.

If the GM is willing to allow such creation, they could use that table to make something balanced. If you are a player do not assume this is the case. RAW, golem creation is a homebrew matter.

Is it possible to use reverse engineering on a vehicle ?
If yes, with the formula and raw materials equal to half the item's value; is it possible to create the vehicle for an half price ?
I don't see any specific rules that prevent vehicles from working like other items when it comes to Reverse Engineering (at least with a quick glance).
As for creating a half-price vehicle, you are only limited by the Craft rules. Unless your GM makes special provision to change the gold/day, according to the Craft activity you can normally either create an item in 4 days at full price, or spend additional days working to reduce the item's price down to a minimum of half.
For example, a 5th level Expert craftsperson would be able to reduce the final item price by 1 gold for each day of work. Using the example of a carriage (100G base price) they would pay half the materials at the start (50G) and then could choose either to complete the item at the end of the normal 4 days, or could choose to spend anywhere up to 50 days of work to reduce the final amount paid.

Mechanically you are right on this one. I'm not aware of anything that makes it so that a Contract type item couldn't be reverse engineered. Same with Craft Anything.
The only mechanical problem that I see is that you don't have the other creature to be the other side of the contract. So you would have to in-game find someone else capable of providing the benefits of the contract and convince them to agree to its terms. Otherwise you will just have a lot of completed but non-functional contract items.
