Instrument of Retribution has the Polymorph trait. The Polymorph trait includes the following line:
Unless otherwise noted, the battle form prevents you from casting spells, speaking, and using most manipulate actions that require hands.
Perhaps you could argue that Instrument of Retribution is not a battle form, but another form of polymorphing, but then we still run into the issue of how you're satisfying the components. The spells would still require any components they typically use (except material, which can be swapped to somatic for innate spells), so I'm not really sure how it would be physically capable of casting said spells in the first place if it's in the form of a weapon.

Weapon form is not a battle form (the kind that supply statistics generally suitable for melee for which the caster gives up their casting).
Humanoid Form is an example of a Polymorph spell which doesn't involve a battle form (as is any other which doesn't use the term "battle form").
As for lacking the physiology to supply the components, I think innate spells get around that though I can't recall the quote. If the Couatl prepared its spells, it'd be a "No".

The only thing they get around is material components. You can look through the entirety of the spells section if you want. The only mention of innate spells outside of the innate spells section is a reminder about material components, and the only mention of components in innate spells is talking about material components being able to be swapped out for somatic components.
