(Inspired by the antics of my two-year-old niece!) ;-)
The Never-Ending Cookie (which is also known as the Never-Ending Tea Biscuit in certain imperial lands) is an oversized (one pound) oatmeal cookie with chocolate chips. It is always fresh and delicious.
No matter the size of the creature "using" (i.e.: eating) this item, the cookie cannot completely fit inside the creature's mouth; a creature can bite no more than just half of the cookie at any one time. Taking a bite from the cookie (which includes chewing and swallowing the bite) is a move action. During this action, however, the cookie regenerates its missing portion, to be once again a complete cookie the next round.
No more than one creature can "use" (nibble upon) any one cookie at a time.
Any creature spending an entire minute "using" (eating) the cookie receives the benefit of one complete meal. Continuing to use (eat) the cookie for additional minutes will have the usual effects for over-eating.

As far as the mechanics go, I'd compare it to a ring of sustenance:
- don't need to eat
- don't need to drink
- only need 2 hours of sleep each day
- takes a week of wearing it to kick in.
- ring slot.
- 2,500gp
The cookie, meanwhile:
- don't need to eat
- takes time to activate (multiple times per day? The rules on starvation are pretty vague, honestly)
- can be shared.
- slotless, but needs to be held/used.
Normally, I'm against charging extra for "slotless" items that need to be held and used. But in this case...I mean. Sure, you're "wielding" it, but..how many adventurers are actually so busy they don't have time to eat? The fact that it has to be used isn't really a drawback, I don't think.
Then there's the fact that it only does one of the three things the ring does. If we just assume that each effect counts for a third of the cost of the ring, not having to eat is worth around 800gp.
Now, I think a third is too much (the other effects of the ring are worth more), but the cookie has some advantages the ring doesn't, so I think it's fair. In fact, let's bump it to 1,000gp.
Double it for being slotless. 2,000gp.
I think it's a cool, whimsical item that can see play early and stay relevant for an entire campaign.
Maybe you could even have variations of it? A giant gingersnap could give you +2 on all saves versus the cold. A mint-chip cookie keeps you cool or helps you fight off fatigue. A pumpkin cookie could help you resist fear.
I'd just clean up the text a bit:
"This especially large, hefty cookie looks as though it was just pulled hot from the oven.
A Never-Ending Cookie is always large enough that it requires two hands to hold, regardless of the user's size.
Each time someone takes a bite from a Never-Ending Cookie, the portion eaten regenerates rapidly, so the cookie can never be completely consumed.
No more than one creature may benefit from a single Never-Ending Cookie in a round."

I agree with Quixote for the most part on this The wording certainly needs cleaning up. This is normal, however. I understand being more verbose in introductory and explanatory examples of magic items and spells when you are posting your idea. You often want readers to understand what your intentions are, rather than giving some streamlined, restricted wordcount example like you were trying to get published.
So, yes, changing the wording to indicate how the cookie works while being eaten is the important part. Making sure there's no strange interactions or questions. For instance, is it really logical that a huge creature can't just swallow the cookie? Even if they have Swallow Whole? What if they swallow a creature whole who's holding the cookie? Does it swell up bigger than their mouth and throat and choke them or prevent them from swallowing it and/or the wielder?
