The Adventure 7-3 reward states:
Once you win this reward, does it apply to all characters a character owns? I'm not sure that's RAI but it reads that way to me RAW.

I (possibly falsely) interpreted it not as each character the player owns but rather each player at the table can use the reward but I believe someone said that verbiage is used for lots of different rewards. I can see the "each character..." working fine for a reward that is granted at the end of the scenario such as a deck upgrade or what have you but this one seems to be at the start of the scenario. I scanned start of scenario rewards and they have verbiage like at the start of scenario, your character...
That's some odd wording for sure. As an Adventure reward (caveat, I haven't seen this adventure), I would expect it to apply only to characters that had completed all the scenarios in the adventure. I often see such rewards prefaced with, "For the remainder of the Adventure Path," but it may have been omitted in this case to allow the character to use the power in other scenarios.

My understanding is that "start of scenario" is after setup and before taking the first turn. So it would happen after drawing your starting hand and determining the first player.
Also, this reward would only apply to the character that has finished 7-3, not to all characters owned by a player. That character would be able to use the power in any scenario, not just Season 7 scenarios.
It's a scenario reward, not an adventure reward.
Word of mouth is that the recharged cards also have to be recharged in their original order. Just FYI. So if you recharge cards 2 and 4, 2 is recharged first, then 4.
