Unexpected trouble with Unexpected Shift

Trigger: You would take damage from an attack, spell, or other effect.
Your supernatural connection sometimes causes you to phase from reality when under threat, disappearing for split seconds before reappearing—often surprising you as much as your enemies. Roll a DC 16 flat check. On a success, you gain resistance to all damage equal to your level against the triggering effect, you gain a +2 circumstance bonus to saving throws against that effect until the start of your turn, and you gain the dazzled condition for 1 round. (Character Guide, p. 32)

Questions: what is the order of events for which this takes place. Say, for example, a fireball is sent my way. Does the saving throw come first then the reaction or the reaction then the saving throw? When does the +2 circ. bonus take place? It makes sense that it is all before the saving throw.

Since the trigger is "You would take damage" it happens before the damage itself, rather than the save/attack. This is because you could crit succeed the save, meaning you take no damage, or already have some resistance that stops all damage of an attack. If you would take no damage, it doesn't trigger.

It's strange that the that's the trigger, when it should be something like "You are targeted by an attack, spell, or other effect" so that you can actually make use of the +2 bonus to the save. The resistance is still good though.

I guess it could retroactively apply to your save, but I'm not totally sure that's in the rules. If anyone else can find precedence for this that would make the ability make a lot more sense.

Could be that the bonus to saves is for effects that require a save after you're hit to avoid a condition or whatever. You can use the reaction whether or not the effect landed via attack or spell, after all, and some spells or other things that need a save will require another afterwards.
