The rules and tables in Chapter 10 of the Core Rulebook seem to indicate that you can only ever get items of your level -1 during character generation. Furthermore, the class kits in Chapter 6 don't appear (at a glance anyways) to have any level 1 items included.
Can you not purchase level 1 items during character creation?

I would think you should be able to. The "Buy Equipment" step for character creation comes after the "Choose a Class" and "Record Class Details" steps.
Under the "Choose a Class" step, in the "Character Sheet" highlighted section, it states, "...then write a '1' in the Level boxy to indicate that your character is 1st level."
Under the "Record Class Details" step, it states, "See the class advancement table in your class entry to learn the class features your character gains at first level...."
Under the "Buy Equipment" step, it states, "At 1st level, your character has 15 gold pieces...."
So, by the time you get to the Buy Equipment step, you are already considered 1st level.

@RD: are you referring to table 10-10? Because the section introducing that table makes clear what it's all about:
TREASURE FOR NEW CHARACTERS
When your new campaign starts at a higher level, a new player joins an existing group, or a current player’s character dies and they need a new one, your campaign will have one or more PCs who don’t start at 1st level. In these cases, refer to Table 10–10: Character Wealth on the next page, which shows how many common permanent items of various levels the PC should have, in addition to currency.
In other words, these are rules for making characters who don't start at level 1, and have no bearing on normal character generation.

Your character starts out with 15 gold pieces (150 silver pieces) to spend on any common items from this chapter. Items with an uncommon rarity can be purchased only if you have special access from abilities you selected during character creation or your GM gives you permission to purchase them.

Based on "any common items from this chapter (6)" that includes split mail (l1), half plate (l2) and full plate (l2). Table 6-9 also includes some level 3 toolkits and musical instruments. Table 6-11 lists a bunch of alchemical gear that happens to be level 1. Table 6-12 lists some level 1 consumable items.
The equipment chapter doesn't come right out and say that you can't buy items of higher level than your own, it only says:
While characters can use items of any level, GMs should keep in mind that allowing characters access to items far above their current level may have a negative impact on the game.
Since we've been told anything in this chapter is fair game for character creation, and especially some of the heavy armors are level 2, yeah, you're definitely not limited to level 0 items at character creation.
The section in chapter 10 is aimed at building characters that start out at levels > 1, who might also want to go shopping in chapter 11 which has most of the higher level items.
