Do the penalties to Speed for heavy armor and the encumbered condition stack?

One of my players has a 3rd-level catfolk champion with 16 Strength, splint mail, a tower shield, longsword, ranseur, and repair kit. This means that she takes a -5 penalty to speed from the armor, and a -10 status penalty due to being encumbered.

Do those stack for a -15 to speed?

EDIT: Oh crap. Tower shield has its own speed penalty! Is my poor player really going to be stuck with 5 foot movement speed?

Yep, that character is reduced to speed 5 (assuming a base speed 25) and has the Clumsy 1 condition as well (speed penalties are untyped, so they stack).

We've spent the last hour reworking the character's ability scores and gear since that just isn't acceptable. XD

Leaning towards lighter armor (possibly even Medium armor) and a steel shield for now. Depending on the build he ends up with, he may end up with 20 or 25 feet Speed.
