No, it had the Attack Trait removed to make it clear that by casting it (and not Striking with it yet) you do not move up on the MAP track but instead only when you use the effect. Previously it had the Attack Trait and by RAW this caused it to instantly move you up one place on the MAP track when you finished casting it.

Right, since it makes Strikes, the spell doesn't need to have the Attack trait. It's just like feats that include a Strike but don't have the Attack trait on the feat entry.
