How does the ancestry boons work?

I earned the Nufriend Skittermander and the Pahtra boons, but have heard different information regarding how to "unlock" the character ancestry.

[Told at a Con] You run your other characters (or GM) to check off the boxes. Once they're all checked, you can then run the character with that ancestry at first level.

[Told by my local GM] You create the character with that ancestry at 1st level and run it until you've checked all the boxes. Then you can keep the character.

Which is correct?

... what would be the difference between the second one and just getting the character?

This is counter to the process that is actually on the boon. Follow that. You will be good.
