Do I need to specify the targets of my full attack before full attack itself? I am asking because there is no wording "You do not need to specify the targets of your attacks ahead of time. You can see how the earlier attacks turn out before assigning the later ones." in SF like it was in PF1. For me it looks like I can not decide which target to chose after the first attack of full attack. I need to chose before the first attack happens.

I'll agree with the other two here - full attack is two (or more) completely separate attacks and can be targeted separately. Really useful for ranged weapons. If you drop your opponent with your first melee attack, you may end up not being able to use your second attack if nothing else is in range. For ranged attacks, you can switch targets for the rest of the full attack.
Compare to Double Tap which sounds like you are making two attacks and is likely to be flavored that way when describing the action, but it is only one action as far as game mechanics go. So you can't target two different things with it.
