While the wearer is using her divine powers of retribution (such as a cleric’s smite, an inquisitor’s smiting judgment, or a paladin’s smite), the amulet grants her the ability to make unarmed strikes in melee combat as if she had the Improved Unarmed Strike feat.
What does "cleric's smite" mean? I don't thinks it's Channel Smite. Could it be a smiting spell, or some domain power?

It seems like a pretty minor ability. As a cleric, it lets you make unarmed attacks that are almost as good as if you used your weapon. As far as I can tell, it's only really useful in situations where you've been captured and had your weapons taken away, but they didn't bother to also take away your magic amulet.
So as a GM I'd let a cleric use this with any limited-per-day ability or spell that sounds even vaguely retributive.

Reading this other magic item description, I'd say it's likely that the author was thinking of the Destruction domain power. Too bad- I'd have liked it for my Sanctified Slayer inquisitor, but he doesn't get judgment ^_^
