I probably wouldn't allow you to stow a rod in a weapon tattoo without the Shikigami Style feats, first and foremost.
But, past that, the rod dresses you in nice clothes. Nobody would recognize that your clothes are nice without making a Will save, because of the robes.
The rod still works as stated... and provides the clothes it says it does.
The robe just adds some illusion of filth, over your expensive clothes.
Where you choose to store the rod is nobody's business.

1) The Rod of Splendor isn't one of the rods that are usable as weapons. Frmn the general rods rules:
(Many, as noted in their descriptions, can function as light maces or clubs due to their hardy construction.)
As the Rod of Splendor description doesn't say anything about it working as a weapon, it isn't a weapon and can't be stored in the tattoo.
2) The Rod of Splendor garb the guy using it in splendid vestment on command, once/day, the Pauper's Robe can affect the wearer vestments any number of times, but activating it still requires a standard action.
It all depends on the order of activation:
- Rod of Splendor first then Pauper's Robe: you end dressed to what appears to be ruined, once-grand robes, eaten by moths, covered by filth and patched;
- Pauper's Robe and then Rod of Splendor: you end dressed in the fine robes, but the Pauper's Robe is still part of your garments. The effect would be decisively jarring. A guy with a cloth of gold mantle, jewelry, fine boots, maybe silk gloves, and a filth brown robe.
The Pauper's Robe effect is that your aspect is forgotten, not that is not noticed when you are before the eyes of someone, so I think it will generate a lot of suspicions.
