If settlement qualities modify the marketplace in some way, that's a handy place to put it (instead of having to refer to a different section of the sheet). For example if your City of Thieves is racially intolerant of halflings, you can write "halflings pay 150% of price."
If you're making stuff up, there's a ton of things you could write in. For example you might have a charitable temple in your city that provides clerical spellcasting services at only 50% of the normal cost, but other classes' spells are still full price. I seem to recall at least one Paizo published adventure in which divine magic items cost more than normal.
