Staffan PF1 is still a class based system. It was very loose, but it still was a class based system.

But you said its fine if the feat tax is to break out,

The fact PF1 is so loose while still being a class based system while being so enjoyed is a direct counter to your notion. Class based systems do not need to be so limiting and niche protecting that doing something as simple as a different weapon requires a feat tax.

Count me as one who also thinks that the Adopted Ancestry feat as being the only real-and-true culprit of Feat taxes but I don't really think it's especially egregious since without it that would more/less eliminate the distinct flavor of non-biological themed Feats that are granted to specific Ancestries.
