"Simultaneous" Intelligence boost and skill increase?

At 5th level, you get 4 ability boosts and a skill increase (among other things). If I boost my Intelligence -- giving me a new trained skill --, could I use my skill increase to immediately improve that skill to expert?

Per CRB page 31, you can perform the steps in the leveling-up process in whichever order you want. "Simultaneous" is not a concern.

RAW, I don't see why not. When you level up, you can do the steps in any order you want. It'd be a little weird, but completely OK rules-wise.

So long as you have the normal number of increased skills, it isn't an issue mechanically.

Might be narratively odd to go from untrained to expert at once, but that's not any different from leveling up already being inherently weird narratively just because that's a factor of level-based character improvement.
