Is the Catfolk AcP purchase 1 per player or Purchase once and get a brood.

When I look at the Catfolk boon it says one-time purchase. But the Hob-goblin says that it is one per player.

The boon gets assigned to a character, so its the same as the hobgoblin one.

They are the same, yes; you may only purchase one at this time and assign it to one character.
