Here's every reference to Flat-Footed on AoN.
Flank.
Feint.
Hide.
Surprise Attack.
Several Rogue abilities that inflict it directly.
Inflict one of the conditions that includes it, like Prone.
Get a cat animal companion.
Have your Alchemist friend use a Debilitating Bomb.

A Grabbed opponent is also flat footed.
A Thief ought to be looking for as many opportunities to Flank as possible, while relying on a high AC due to Dexterity to keep relatively safe.
Consider carrying and using a shield as well - life can be hard for a Rogue as they are often behind enemy lines and can get ganged up on easily. An action for higher AC might be a good trade-off.
Also, remember that it is not only you who can get the enemy to be flat footed. Pathfinder 2 is a team oriented game. Maybe the spellcasters can use a spell that will make the enemy Flat Footed. Maybe another character can trip the enemy. Think of how great it would be if the Fighter trips an enemy then strikes twice, then you go and can Sneak Attack 3 times, then the enemy stands back up and the fighter can Attack of Opportunity!

There's also the Gang Up feat, which allows the rogue to count as flanking in situations where actually flanking (which is normally better, since it benefits your teammate) is untenable for one reason or another.
