I feel like the answer here is probably obvious, but I'm starting to run PFS games again and want to be sure I'm running things correctly.

Requirements The monster's last action was a success with a Strike that lists Grab in its damage entry

I'm assuming this can happen across rounds. I can't find anything that says the "last action" above has to happen in the same round. Am I correct in believing that if a creature with Grab hit on it's last action, it could Grab as it's first action on the following round? Or is there a general rule somewhere that these would have to occur in the same round?

I can't picture anyone hanging around to be grabbed, but you never know.

One creature I'm looking at is the Reefclaw. They have two claws, so would it be legit to Grab a creature, and the following round renew the Grab, Constrict, and also attack with the remaining claw?

There is no rule that explicitly prohibits counting the final action in a prior round as 'the monster's last action.'

However, I encourage people against using this kind of ruling because 1) it can be difficult to remember what was or wasn't the last action a particular creature took in the typical flow of combat play, and 2) there is a narrative mis-match that occurs if this is allowed; The claw pinches the character and then latches on immediately if limited to actions within the same turn, which makes sense - but if the character had a chance to move away between being pinched and getting latched onto, which is the case when their own turn occurs between 'the monster's last action' and the Grab, the the narrative is significantly different.
