Giant instinct barbarians and large weapons

Doth a giant instinct savage bear the burden of cursed clumsiness whilst not frothing with rage? Or doth he only suffer such indignity when acting less than civil?

Except if I never had it in the first place because I do not happen to be raging, then that rule never comes into it, does it?

That's what I'm asking: Do you take the penalty only when raging, or whenever you're wielding the weapon in question (regardless of rage status).

That's the normal penalty for wielding a too-large weapon anyway.

Fun fact. Take notice of the phrase "weild". This means if the character is using a two-handed large weapon, and has gauntlets equipped for instance, they can take an action to take their hand off the weapon. They stop wielding it, thus stop being clumsy, and can engage in one-handed fisty-cuffs.
