Tying Up a Prisoner?

If the party captures a prisoner and wants to bind them with ropes or chains or something, what's the DC for the enemy to escape?

I saw something about thievery DC but does that mean if a fighter untrained in thievery wants to tie up a prisoner the DC is 10 + ability modifier to escape or something? That's not going to hold anyone past the first few levels.

Past the first few levels, if you lack Thievery (which is, in PF2, also Use Rope) you should switch to using Manacles, which are quite difficult to get out of, and don't even allow the Escape action by default, so if you manacle someone to something and make sure they lack thieve's tools they likely won't be getting away any time soon barring magic.

Or get Trained in Thievery, of course.

What part of Manacles prevents the use of Escape? Manacles impose the Immobilized Condition when connected to a stationary object, and Escape can be used to remove the Immobilized Condition. Manacles doesn't say anything about preventing Escape Actions.

You could Escape and come unattached from the object (and thus not be immobilized), but the DC would be GM discretion, and you would still be manacled (and thus not in a good position to get away, which is where I was going with that).

The Escape Action very specifically lists what it gets you out of and 'being in manacles' or the penalties of that other than being immobilized are not on the list. Nor is the DC of Escape when manacled to an object.

Now, does that mean you can't get out of manacles somehow other than picking their lock? Of course not, but it does mean it's GM discretion how you do so, not simply a use of the Escape action.
