Do these stack? So, my Giant Instinct barbarian would start with plus twelve as a base when raging?


Yes they stack. A 7th level, Giant Instinct Barbarian gets +12 Damage while Raging with an oversized Weapon.

I wouldn't use the word 'stack' here since most of the abilities actually replace/upgrade an existing one, but yes, the total damage bonus should be +12:
  • Baseline Rage grants a +2 Bonus to Damage.
  • Giant Instinct's Titan Mauler upgrades the Rage bonus from +2 to +6
  • Giant Instinct's Specialization Ability upgrades the Rage bonus from +6 to +10 at 7th level.
  • Baseline Weapon Specialization grants you a +2 damage bonus at level 7 (assuming you are using a weapon you have expert proficiency in).
So, assuming you aren't using a weapon with a non-standard proficiency level, you'll get +2 Damage all the time, and +12 Damage while raging and using an oversized, non-agile weapon.

The question was specifically about whether the +10 from Rage and +2 from Weapon Specialization stack.
