Clarification needed on the meaning of a "Target"

Despite what the title says, I don't think that this thread has ever been about the rules for targeting the Heal spell. I think that the 3-action version completely overriding the 1-action version is clear enough. Trying to find a loophole in it is simply a symptom of a different problem.
