Some staves have text that says "this counts as playing a spell. Ex: Staff of empty souls "For your combat check, reveal this card and recharge a spell to use your Arcane or Divine skill plus a number of d4s equal to the bane's adventure deck number; this counts as playing a spell." Since it counts as playing a spell I'm assuming I can not also play another spell on this check, but it originally is an item so can I also not play another item on the check?
2nd related question: If I come across a monster that says "you cannot play spells with the attack trait" can you also not play the staff?

It counts as both, because nothing indicates it doesn't count as an item.
And yes, it counts as a spell, it has the attack trait, so you can't play it in that situation.
