The pattern for permanency is...
Minimum Caster Level: 8 + spell level
Cost: 2500 gp * spell level

There are few spells that are treated as though they were higher level spells.
Gust of wind - as lvl 3 (+1)
Symbol of fear - as lvl 5 (+1)
Symbol of sleep - as lvl 5 (+3)

0 level spell are counted as level 1 spells.

Major Image is a 3rd level spell, so it should require a level 11 spell caster and 7500 gp.

not high enough level yet so im seeing what it would cost me to get help with a project

Permanency does not work with major image. The description of permanency does state it may work with other spells so this is pretty much ask your GM.
