In PFS everyone can take it, regardless of their home region-
"All characters have access to Pathfinder Agent Dedication and all Pathfinder Agent feats "
Presumably the requirement usually represents needing to spend time studying at the various Schools, rather than the character needing to be born there, effectively taking up the time you'd be learning any other culture's main Archetype.

The Lost Omens: World Guide states that you have to be from Absalom in order to take Pathfinder Agent Dedication. Why? Logically speaking, why can't you be from anywhere else? Or did this already get an errata?
The word "from" is fairly nebulous, both in game terms and in real life.

I attended college and stayed for over a decade in Atlanta
I have lived in Texas for the past 5 years
When someone asked "where are you from" I usually answer "Texas" nowadays, but that has changed several times over my life.
PFS codifies this as the Home Region boon, which lets you change where you are "from" at will (free unlimited purchase) but you can only be "from" one place at a time (without other boons). It also allows anyone to take this particular feat as mentioned above.
