Since the Shadowcurse has ended officially, did Paizo decide just how it was done?
4 Person band of adventurers?
Thrune eliminating Ilnerik?
Glorious Reclamation when they rolled in?
That's up to you to decide, I believe.

Hell's Vengeance makes the aussumption, that the events of Council of Thieves already happpened, i.e. the Council is neutered, the Shadowcurse lifted (same as the Lost Omens World Guide incorporates the successful end of every AP).
If you want to play Council of Thieves afterwards, then the Thrunes will install Sivanshin as their puppet to enforce the lockdown at night and the Council of Thieves was quiet in the time the Glorious Reclamation took over the City of Westcrown.
The easiest thing would be to never mention the shadowcurse at all.
