This makes a notable difference, since the item that becomes a minor artifact gets 100,000 gp worth of abilities. For example, that’s either enough to make an Amulet of Mighty Fists into a +7 effective enhancement bonus with 4,000 gp left over, or into a +8 effective enhancement bonus with 22,000 gp left over, depending on whether the gp is market price or crafting cost based.


Almost certainly market price.

Everything assumes market price - including crafting times and DCs - so unless it specifically says "half cost" or something it'd be market price.
