Experienced tracker and assurance question

Given that no penalties apply when using assurance, is my assumption that you can track at full speed without impact correct RAW. Thus, if your proficiency was +10 (6th level expert) you would get a 20 even if moving at full speed.

hmmm. I don't think they intended this but I don't see why the penalty would be added.

Yes, that's correct. Though I've never had Tracking speed actually matter, and the DC for tracking a Level appropriate enemy at Level 6 is 22.
