Under the effects of Haste or using Spell Combat to cast Haste?
If Haste is already active, you can:
Declare Spell Combat
->If the spell cast is a touch spell, make an attack
Full Attack
->If BAB is 6+ make additional Attacks as normal
->As part of Full Attack make the extra attack from Haste
Swift Action can be a Quickened touch spell for another attack or Hurtful/etc.
So, assuming a level 10 Magus(BAB+7) already under the effects of Haste (or using boots, etc) casting Shocking Grasp and no quickened/etc would be Shocking Grasp, Full BAB, Iterative -5, Full BAB(Haste) for 4 attacks.
If they had to cast Haste instead of Shocking Grasp, it would be 3 attacks. If they Declare Spell Combat and take their full attack action before casting the spell (which is an option) and decide to cast Haste afterwards, it would only be 2 attacks (because poor planning).
Reasons for casting the spell after the Full Attack are because you already had a charge held from the previous round (no free attack from that spell), or you want to kill the target/5' step away so you don't provoke an AoO.

Hi there! I need some help figuring out how many attacks a magus can do if they're under the effects of haste. Is it 3 attacks or 4 attacks?
If without haste you make 3 attacks in a full round attack, then haste means you now get 4. If a full round attack only nets 2 attacks, then you get 3. Basically, you get 1 additional attack to what you would normally get.
