Besides the starting AOO reaction a fighter gets is he able to get Quick Shield Block and Combat Reflexes on top of that? Would that effectively give him 3 reactions (one strictly for Shield Block, another for AOO and a third for anything)? Is there a maxim number of reactions a Fighter can have?

Yes, that would be three Reactions per turn.

And there's no technical cap, but I believe those are the only Feats that give an extra one, so the three you mention are effectively it.

There are other feats, but they are for other classes; you'll need to spend a feat on X Dedication to get access to them.
