This would only ever come into play when you use the Shield Block Reaction itself and you cannot use the Shield Block Reaction against non-physical attacks. It doesn't offer blanket elemental damage immunity to a Character simply by wearing the Shield.
This would be helpful only in regards to attacks from Melee, Thrown, or Ranged Weapons which deal with Elemental Damage such as those from an Elemental, or the extra damage from a Flaming weapon Rune. The Shield would simply ignore all of the elemental damage and then you'd calculate the regular Physical damage from the attack and compare it against the Shield Hardness and HP as per the normal Shield Block rules.

Fighter’s Reflexive Shield Feat would allow for this exact thing, but under normal circumstances Themetricsystem is right in that you can’t normally block non-physical attacks as per Shield Block’s trigger.
Even in the circumstance of Reflexive Shield, you would calculate the damage like any other Shield Block.

Standard-Grade Dragonhide: Hardness 4
21 - 4 = 17 dmg to the Shield and the Wielder; though since the Shield is immune in this instance then just the Wielder would take the damage.
