Is Groetus the moon itself in Boneyard? Or does he just live on it?
This is a point of contention among some of his followers, but most agree that the moon itself is a manifestation of his physical form. It's also his divine realm.

Sort of the nature of Groetus is that it's pretty dangerous to learn more about Groetus- nobody returns from that moon. So we're essentially limited to non-diagetic sources so it's "whatever the books want to tell us from the omniscient authorial perspective" and he's one of the things they have chosen to leave somewhat mysterious.

Also, does this mean all his petitioners live on his surface? What if he gets too crowded?
His petitioners are in the Boneyard. I'm sure there are SOME things that "live" or walk upon him, but those things, whatever they are, would be much more significant than level one mooks like petitioners.
