The scorpion whip is light bulk, the normal whip is 1 bulk? What do?!

Also, what mechanic gives us any access to any of these cool items and abilities with the uncommon Tag?

Also telling your GM "I want to seek out [whatever item]" so that they know putting one in a loot drop or in a store will be a thing that interests you.
