I mean, the governor's mistress (probably) isn't a dramatic character, which I take to mean a character from a play.

Or the sad face/smiley face from Greek drama or the masks from Noh theater. As an artistic rendition of a dramatic character, I think impersonation might prove difficult. There's always broad satire like having a commedia dell'arte mask with colors matching the hair, eyes, and perhaps adornment of the target.
The point could be made, if not the particulars copied.
