1)That sounds like a Pathfinder 1 problem, and you're in the Pathfinder 2 boards...
2)That sounds like an absolutely awful rule for pathfinder 1. Especially for a combat focused campaign. You either make a munchkin multiclassed something, or find a pair of appropriate prestige classes for a caster... Just an awful house rule.
