Can a Focusing Flask be fixed by a 14th LV casting of Make Whole?
Mending states that destroyed magical items can be fixed, but that their magical properties aren't restored.
Make Whole states that a single use item such as a potion or scroll cant be repaired. A Focusing Flask is 'single use' in that using it breaks (destroys) it, rather than consuming the item like a potion or scroll.

The formatting is a bit different.

It should be clear that it says "single charge items cannot be repaired in this way." since the convention in the English language is the sentence can be read without the material in the apprentices and retain its meaning.
So no, you can't restore the magic to a single use magic item with Make Whole.
