I do plan on converting RotR into 2e, and I've decided to work on NPCs. The way I'm working on converting them is by using their CR instead of the regular levels to do so. I've having a time with Ven Vender, so instead I've decided to start with Tsuto. I'll publish more when I get the chance to make more but for now it's just Tsuto.
Tsuto Kaijitsu
Half-elf monk 3
Common, LE, Medium, Elf, Human, Humanoid
Perception +7 (+9 to initiative rolls.); low-light vision
Languages Common, Goblin
Skills Academia Lore +6, Acrobatics +11 (+11es, penalties, or modifiers).), Deception +5, Diplomacy +5, Intimidation +5, Religion +7 (+7es, penalties, or modifiers).), Thievery +9
Str 12 (+1), Dex 18 (+4), Con 12 (+1), Int 12 (+1), Wis 14 (+2), Cha 10 (+0)
Other Items composite shortbow, arrows (20), thieves' tools, inflitrator, virtuoso flute, potion of Cure Wounds (Minor), silver earrings (worth 25 sp for t he pair), journal, 6 pouches of silver dust worth 50 sp each, 8 pouches of copper dust worth 5 sp each, 10 gp
--------------------
AC 21; Fort +8; Ref +11; Will +9
HP 41 Hero Points 1
--------------------
Speed 35 feet
Melee [1] fist +9 (agile, finesse, nonlethal), Damage 1d6+1 bludgeoning
Melee [1] wolf jaw +9 (agile, backstabber, finesse, nonlethal), Damage 1d8+1 piercing
Ranged [1] composite shortbow +9 (deadly d10, propulsive, range increment 60 feet, reload 0), Damage 1d6 piercing
Feats Ancestral Paragon, Assurance (acrobatics), Assurance (religion), Elven Weapon Familiarity, General Training, Incredible Initiative, Stunning Fist, Wolf Stance
Other Abilities flurry of blows, mystic strikes, powerful fist
So I decided not to grab the Rogue dedication feat, because one of the stances, Wolf Stance, does exactly what his strategy is. He'll take an action to get into Wolf Stance and use his goblin minions to get backstab for his wolf strikes. He'll also use his high acrobatics skill to dance around the battlefield, tumbling around to make sure reactions won't be used against him. In addition, when against a group of spellcasters, he'll use his Flurry of Blows to use Stunning fist on them to ensure they don't use their more powerful magics. Much like his 1e counterpart, he will attempt to run away if his HP reaches 10 (instead of 8) or if all the goblins are dead.
I ended up not giving him the Bracers of Armor to replace his +1 ring of protection since those are such high level items while in a low level setting currently.
------
so yeah, that's my first attempt at a conversion. I'm looking forward to some of the others, I do have some ideas as to what to do for most of the characters, though there's a few that I know I'll have trouble with (such as Koruvus and Bruthazmus)

One more before I go to bed. I decided to work on Ripnugget and I had to change quite a bit but I think I kept what was necessary.

HP 62 Hero Points 1
--------------------
Speed 20 feet

Feats Bonded Animal, Canny Acumen, Dueling Parry, Intimidating Glare, Ride, Rough Rider, Shield Block, Sudden Charge, Swipe, Train Animal
Other Abilities bravery, unbreakable goblin
As you can see, I kept some things the same, like he has all of his items now. As a Goblin I managed to grab a free Ride feat from Rough Rider, and I even gave him some Bonded animal feats for funsies and profit. The only real thing I couldn't create exactly was his spirited charge or Ride by attacks. Instead what I opt to do as GM is him using one of his actions to command the gecko to Stride. Then while the gecko runs by, the chief uses his Swipe to try to attack multiple party members and he can hope to get out without nary a scratch. He also has a lot more HP than his 1e counterpart, but kind of weak attacks.
Finally, if his Gecko is brought down, he can still do his charges into the fray and attacking the hero party. He fights to the death.
