If you are rating offensive Power I agree with you. In the category of must-have‘s for buffs, Healing and getting a player back into the game it is almost in reverse.
I’m not trying to be rude or anything, It is as if the game designers designed the lists this way.
As you get closer to the 20th level the spells get very powerful for either of the lists.

note i count buffing as offense
arcane is good offense and utility, primal is good offense and healing, divine seems healing and utility, while occult is utility and debuffs.
I'd say my favorite combat list would be primal, then arcane followed closely by divine and then occult keeping up a modest rear.
none of the lists seems bad or anything, they're all fairly close in being able to bring the pain, it just depends on how you want to do it.
Arcane and primal are probably the best hammers, while divine is the best arm, and occult is the best anvil.
people should read the 4 essences side bar on page 300 of the CRB to see the design philosophy of the lists. arcane and primal both have body and thus are good at just creating lightning storms or casting haste, but divine will heal you and make sure you keep hitting.
