Blindsense for spell targeting?

At 6th level Mystic/Empaths gain Emotionsense (crb86). It operates as Blindsense (crb262).

Can spells like Fear and Mind Thrust, that do not require to hit, but merely a save by the target, be based on Emotionsense with no visual help? For example, a fresh crowd of mooks dashes in with laser rifles and the mystic drops a Fog Cloud over everyone, thus avoiding the laser fire, while Mind Thrusting and Fearing bad guys within the cloud. Would it work?

No. You need blind SIGHT to do that.

You cannot target people that you only sense with blindsense - you need to see them with sight or blindsight. It's not about requiring a to-hit, but about seeing people to tag them. So mind thrust is not possible using blindsense.

However, Fear can at higher level be used as a cone AoE, so you no longer have to target people at all. And then you can use your blindsense to know in which direction to point the cone.

Methinks ye have a keen tactical mind matey! Yeah, I've got Fear at 2nd level, so the cone would work well with mooks in particular (CR<4). I did fashion magic "defoggles" for all the PCs so we can see through the Fog Clouds, 'cause I suspected this would be the consensus.
