So my first question is do Golarion goblins ever have hair? Or are they always bald? Have a idea for a character concept of a Goblin Rogue who with a hooded cloak and overgrown hair along with his other cloths/gloves tries to pass himself off as a halfling. It wouldn't be hiding from the party, but from outsides. Anything that I haven't thought about to held this concept?

I believe you'll need a wig. Goblins appear to be hairless.

Well since they are prone to mutations he could have the hair thing happen. His mutation just happens to be hair, I was going to personally give my goblin sorcerer a shock of hair at the top of his head though was also going to have one green eye and one red so take that as you would.

In We Be Goblins! we can find pictures of Vorka and Reta Bigbad, two female goblins with hair. In the same book, chief Gutwad is shown to have some patchy facial hair.

Note the word "most". So if you want you goblin character to have funky hair, or a funky beard, there's nothing stopping you.

Either way, he does have a disguise kit.
