The Wizard archetype gains a spellbook that contain spells from his dedication and spellcasting feats.

Can the character scribe spells beyond the ones gained through the relevant feats like a wizard?

Yes, because when you get Wizard Dedication you gain the Arcana skill that have the learn spell activity.
