Clerics get additional copies of Heal or Harm via their Divine Font. These spells are provided via extra slots of your highest spellcasting level. (CRB 119)
Staves allow prepared casters to expend a spell slot on preparation to add additional charges to the staff equal to the level of the spell slot. (CRB 592)
Is there any reason I cannot expend a Divine Font slot to get extra changes in my staff equal to my highest spellcasting level?

Okay, so your reading of it is exactly the same as my reading of it.
Now for the less clean question:
I have a Cleric with Bard Dedication. Can I use a Lesser Staff of Evocation to cast Magic Missile for 1 charge?
From the Casting Spells from a Staff paragraph, I need to have the spell on my spell list [Magic Missile is an Occult spell], can cast spells of the appropriate level [Clerics can cast 1st level spells by default], and expend charges equal to the spell level [Divine Font provides at least one change during preparation].
I believe I meet all the criteria, but there may be a super secret criteria that exists that but the spell list and the spell levels need to coincide. I cannot see this, but that is why it is classified super secret.

my reading from the Spellcasting Archetypes section is that spell slots directly correspond to where you get them from.
So, even though you have "magic missile" in your spell list. Your OCCULT slots from Bard multiclass are actually 0 for casting said spell.
Since you have 0 level 1 occult spell slots, you cannot cast magic missile from it since you cannot actually cast that spell:
"You can Cast a Spell from a staff only if
you have that spell on your spell list, are able to cast spells
of the appropriate level, and expend a number of charges
from the staff equal to the spell’s level"
so i would say no.
you can't use divine spell slots to cast occult spells through a staff.
