How Many Actions is a Power Attack?

I see a lot of posts saying that to make a power attack it costs two actions, but as I read it, it only costs one: "Make a melee strike. This counts as two attacks when calculating your multiple attack penalty." It ratchets up your MAP twice, but does it only count as one action?

Help me clarify! What am I missing?

Top line reads "Power Attack" then there's a symbol which looks like two arrows overlapping, and then "Feat 1".

That 2-arrow symbol? It means "this costs two actions to use". The one action symbol can be seen on, for example "Snagging Strike", and the 3 action symbol can be seen on "Whirlwind Strike."

The action symbols, and also reaction and free action symbols, are fairly important this go around, since they largely replace the "as a [whatever] action, do this" language in PF1.
