While Looking at dragons I see that they have Dispel Magic as a Third level Spell, but see this as a second level spell in the Core Rule Book.

Is this an error? Am I seeing something wrong? Is there a reason to have it as a third level spell?

They just heightened the spell to a third level spell. Yes, there is a reason to have dispel magic at a higher level, essentially it allows to counter higher-level spell. See counteract mechanics for more details.
