The only rule I've been able to find that covers running is "Hustle", which can be used during exploration, and allows movement at double base speed.
Question 1: Is this the case, or is there something else I'm missing?
A riding horse's base speed is 35 feet. A riding horse can gallop. (Strides twice. It has a +10 foot circumstance bonus to its speed during these strides.) With two actions, this gives a riding horse a potential speed of 70 feet.
Question 2: Is the +10 foot bonus added to each stride, which would make the final speed 90 feet, or is it added once, which would make it 80 feet?
Question 3: Can the horse Hustle while it's Galloping, doubling its speed from 80 to 160 (or 90 to 180)?
In the Bestiary, large cats (leopard, lion and tiger) have a base speed of 30. I don't see anything in their descriptions about any kind of speed boosts.
Question 4: Does this mean that if these cats Hustle, their maximum speed is 60 (6 mph)?
Question 5: Can people and creatures run during encounters, or can they only hustle during exploration?

Hustle calls out "Exploration" trait it is meant for over land travel as the time frame discussed is in minutes. I am thinking it does not apply in an Encounter.
It is not called out specifically that I can find, but using all 3 actions in a turn to "Stride" would allow you to move 3 times for speed...in essence a run.
My guess is preserve the action action economy and simplify by not have circumstance penalties for running. It is a simplification and way more flexible in my opinion

Q1&Q2: Riding Horses and War Horses both have a base speed o 40'. (Ponies have 35'.) So a Horse can spend 1/2/3 actions Striding to move 40'/80'/120' in a round. If it Gallops instead, it gets a +10' bonus to its Speed and Strides twice, for a total of [(40+10)+(40+10)] = 100' of movement with two actions; if it then uses its third action to Stride again (at normal speed), it moves a total of 140' in the turn. That's a Horse's maximum speed.
Q3: Hustle is an Exploration action, it's not meant to be used in combat.
Q4: not sure
Q5: "Run" isn't an action in PF2; using all three actions to Stride essentially represents running in combat.
