I am looking for a character creator that is not HLO, as the program seems to have a serious issue with my use of Firefox as a browser (and it's been an issue since Starfinder HLO, so it's nothing new).
I am NOT going to change the browser I use to support one piece of software from one site.
Especially when it works fine for pretty much everything else I need.
Is there any luck or hope out there?

Well PCGen is working on PF2 but they are not ready yet. It is free but they tend to lag behind a little bit with new content, but Paizo has allowed then to add a ton of PF1 content I hope that trend continues with PF2.

It's not Firefox. I've tried it in Chrome, Edge, and Firefox, and it is their servers. They admitted as much to me in an email from tech support. It's a hot pile of slow frustration, and I guess I'll be waiting for PCGen myself.

Thanks for the update, that's useful information to know.
I wonder if it's because they're trying to make it all Online and they don't have nearly the bandwidth or hardware to support it?
I'll keep an ear out for PCGen.

Not on the PC, at least not without an emulator, but there is an Android app called Pathbuilder 2E I find pretty handy.
If you have Excel on a Windows PC, consider TOS 2nd CORE edition.
It's a very powerful Character creation and management tool for PF2...
