Is it possible to get a +2 or +3 Magical Weapon? I'm referring to only a +2 or +3 to hit and not increasing the damage die at all. And if so, do you know the costs?

Yah you would look in Runes. A +3 Potency Rune alone (without the base weapon or a striking rune) would be lvl 16 and cost 8935 gp. Check p. 581 in the CRB.
