I agree, and in fact flagged both the Monk Dedication feat and the original Monk class itself as probably being in error for the reasons you cited.

It might be an attempt at future proofing though I doubt that they would ever release a class that is not at least trained in unarmed

Unarmed training applies to so many things, that a class without unarmed training would be the biggest trap.
